New Jersey Mom Allegedly Told Son, 9, He Had Cancer as Part of Scam

A New Jersey mother faces arrest for an alleged scam in which she told her 9-year-old son, family and friends that the boy had stage three cancer.

Susan Stillwaggon, 35, of Pennsauken, N.J., has been charged with theft by deception, forgery, endangering the welfare of a child and using a child to commit a criminal offense.

Stillwaggon allegedly told her son, that he had stage three Hodgkin's lymphoma, and she accepted at least $3,500 in funds raised for the boy.

Police said "quite a few" people have been identified as victims of the scam, and they are looking for others.

"Stillwaggon led her son to believe that he suffered from the fatal illness," the Pennsauken Township Police Department said in a news release. "Investigation confirmed that the boy does not suffer from any life-threatening illnesses."

An anonymous tip led police to investigate Stillwaggon.

"There were events held," Pennsauken Detective Sgt. Cheryl Duffy told ABCNews.com. "There were probably 10 different people that organized some kind of something, be it a cupcake sale or those little Livestrong-type rubber bracelets. I've got kids walking around with canisters, and I've got Bingo events."

Stillwaggon has not been arrested yet, because she's in the hospital receiving psychiatric treatment, her mother told Duffy, he said.

"She told him he has cancer," Duffy said of the young boy. "That's why she's charged with endangering the welfare of a child."

The New Jersey Division of Children and Families has become involved in the case but said it found no signs of physical abuse. The charge of endangering the welfare of a child stems from mental abuse or neglect as defined by law.

Police do not believe that any other family members knew about the alleged hoax, including the boy's father.

"It's actually plausible why he didn't catch on," Duffy said. "It's a single-income family, and he's the sole breadwinner. He's a truck driver gone for extended periods of time. Mom's a stay-at-home mom in charge of all the kids' appointments, so it was whatever she relayed to him."

Members of the Stillwaggon family did not respond to requests for comment by ABC News. Duffy said that as of Thursday, Stillwaggon had not retained an attorney.

Yale University professor of psychology Alan Kazdin said that caring for the child right now was very important.

"Is there a potential for trauma? Absolutely," Kazdin told ABCNews.com. "We're concerned about trauma. We're concerned about anxiety."

Kazdin, who is not involved in the case, said the boy is the victim of a "double whammy." He was told he was sick and then found out he wasn't, but learned that his mother was allegedly lying.

"He's got two things going on that are really bad," Kazdin said. "He's got the weird situation that a horrible thing happened -- he was told he was [really sick] -- and once it comes out in the open, it gets worse in another way."

It's possible that the boy could be humiliated or potentially even have people try to take things out on him as a result of his mom's alleged actions, Kazdin said.

"Separation from mom is a third part," he said. "Separation from your most significant other. That's huge for a child."

Kazdin said it was important for the boy to connect to a support system and maintain routines during this time. He suggested that the people around him should look out for red flags, such as sleepless nights, depression or avoiding going to school, where people may ridicule him.

The scam had allegedly been going on since the beginning of March, but Duffy believes it might have been going on for longer.

Stillwaggon's first court appearance is scheduled for May 2, 2013

(AP) ? U.S. intelligence agencies added the mother of the Boston bombing suspects to a government terrorism database 18 months before the bombings, two officials told The Associated Press. She called it "lies and hypocrisy" and said she has never been linked to crimes or terrorism.

The CIA asked for the Boston terror suspect and his mother to be added to a terrorist database in the fall of 2011, after the Russian government contacted the agency with concerns that both had become religious militants, according to officials briefed on the investigation. About six months earlier, the FBI investigated Tamerlan Tsarnaev and his mother, Zubeidat Tsarnaeva, also at Russia's request, one of the officials said. The FBI found no ties to terrorism.

The revelation that the FBI had also investigated Tsarnaeva and the CIA arranged for her to be added to the terrorism database deepened the mystery around the family. The Tsarnaevs are ethnic Chechens from southern Russia who immigrated to the Boston area in the past 11 years. Tsarnaeva, a naturalized U.S. citizen who has appeared on television interviews since the attacks and reversed her decision to return to the U.S. after the bombings, has said her sons could never have been behind the deadly attacks and believes they were framed.

The officials spoke to the AP on condition of anonymity because they were not allowed to speak publicly about the ongoing case.

Tsarnaev, who died in a gun battle with police last week, and his younger brother, Dzhokhar, are accused of carrying out the bombings. Officials said that before he was advised of his constitutional rights to remain silent or consult a lawyer, Dzhokhar Tsarnaev admitted to FBI interrogators that the brothers committed the bombings and that he was recruited by his brother to participate only a week or two before the attacks.

Dzhokhar Tsarnaev, 19, was taken overnight from Beth Israel Deaconess Medical Center, where he was recovering from a gunshot wound to the throat and other injuries suffered during a getaway attempt, and transferred to the Federal Medical Center Devens, about 40 miles from Boston, the U.S. Marshals Service said. The facility at the former Fort Devens Army post treats federal prisoners.

Also, FBI agents Friday picked through a landfill near the campus of the University of Massachusetts Dartmouth, where Dzhokhar Tsarnaev was a student. FBI spokesman Jim Martin would not say what investigators were looking for.

Previously U.S. officials have said only that the FBI investigated Tamerlan. But in March 2011, the Russians asked the FBI to look into his mother as well because of concerns they were religious militants who planned to travel back to Russia, the official said.

The FBI found nothing to link either person to terrorism, and the FBI closed the investigations in June 2011. Then, the Russians in the fall sent the same warning to the CIA. The CIA asked the U.S. National Counterterrorism Center to add the mother's and son's names to its huge, classified database of people known to be terrorists and those who are suspected of having terror ties, called the Terrorist Identities Datamart Environment, or TIDE.

Being in that database does not mean the U.S. government has evidence that links someone to terrorism. About a year ago, there were some 745,000 names in the database. Intelligence analysts add names and partial names to TIDE when terror-related intelligence is shared with them.

Tsarnaeva said it would not surprise her if she was listed in a U.S. terror database.

"It's all lies and hypocrisy," she told the AP from Dagestan. "I'm sick and tired of all this nonsense that they make up about me and my children. People know me as a regular person, and I've never been mixed up in any criminal intentions, especially any linked to terrorism."

A search of U.S. criminal records showed only that Tsarnaeva was arrested in June 2012 in Natick, Mass., on a shoplifting charge over the alleged theft of $1,624 worth of women's clothing from a Lord & Taylor department store. She was arrested and charged with larceny over $250 and two counts of malicious or wanton property damage. Tamerlan had traveled to Russia in January 2012 and returned in July.

Tsarnaeva accused U.S. law enforcement of killing her elder son.

"They are already talking about that we are terrorists, I am terrorist, they've told that I was doing something terroristic," Tsarnaeva said.

Some lawmakers in Washington have questioned whether the FBI adequately investigated Tamerlan Tsarnaev and his mother in 2011. Over the course of that year, the FBI reached out to Russia three times for more information, U.S. officials said. The first time was in March 2011, when they received the initial tip from the Russians. The second was in June 2011 when they were preparing to close the investigation. The third time was in the fall of 2011 after the CIA received the same tip from the Russians.

One of the officials said the FBI never found the type of derogatory information on Tamerlan Tsarnaev and his mother that would have elevated their profiles among counterterrorism investigators or would have formally placed them on a terror watch list.

Cordell Mosson of Parliament-Funkadelic dies

Cordell "Boogie" Mosson, who gained fame as the bassist for the George Clinton-fronted Parliament-Funkadelic group, died of liver failure on April 18, according to the New York Times. He was 60.

The New Jersey native moved to Toronto in the late 1960s with friend Garry Shider, and both joined United Soul -- which brought them in contact with Clinton, who was producing some of the band's songs. Shider (who died in 2010) went on to become one of Clinton's musical directors, while Mosson was a part of Parliament-Funkadelic since the early 1970s. He played bass, drums and rhythm guitar and stepped in for Bootsy Collins when Collins pursued a solo career.

Mosson played on albums including 1975's "Mothership Connection" and 1978's "One Nation Under a Groove." He continued touring with the group until 2011.

Clinton told the Times that Mosson had a wide range of talents, able to play "all the psychedelic stuff and the Motown and the James Brown."

"He was the heartbeat (of the band) for a long time," he added.

Mosson also appeared in 1995's "PCU" with Jeremy Piven and David Spade. He and 15 other members of the band were inducted into the Rock and Roll Hall of Fame in 1997.?

Funeral and tribute plans have not been announced, according to Rolling Stone.

New insight into accelerating summer ice melt on the Antarctic Peninsula

Apr. 14, 2013 ? A new 1000-year Antarctic Peninsula climate reconstruction shows that summer ice melting has intensified almost ten-fold, and mostly since the mid 20th Century. Summer ice melt affects the stability of Antarctic ice shelves and glaciers.

The research, published this week in the journal Nature Geoscience, adds new knowledge to the international effort that is required to understand the causes of environmental change in Antarctica and to make more accurate projections about the direct and indirect contribution of Antarctica's ice shelves and glaciers to global sea level rise.

In 2008 a UK-French science team drilled a 364-metre long ice core from James Ross Island, near the northern tip of the Antarctic Peninsula, to measure past temperatures in the area. They discovered that this ice core could also give a unique and unexpected insight into ice melt in the region.

Visible layers in the ice core indicated periods when summer snow on the ice cap thawed and then refroze. By measuring the thickness of these melt layers the scientists were able to examine how the history of melting compared with changes in temperature at the ice core site over the last 1000-years.

Lead author Dr Nerilie Abram of The Australian National University and British Antarctic Survey (BAS) says, "We found that the coolest conditions on the Antarctic Peninsula and the lowest amount of summer melt occurred around 600 years ago. At that time temperatures were around 1.6?C lower than those recorded in the late 20th Century and the amount of annual snowfall that melted and refroze was about 0.5%. Today, we see almost ten times as much (5%) of the annual snowfall melting each year.

"Summer melting at the ice core site today is now at a level that is higher than at any other time over the last 1000 years. And whilst temperatures at this site increased gradually in phases over many hundreds of years, most of the intensification of melting has happened since the mid-20th century."

This is the first time it has been demonstrated that levels of ice melt on the Antarctic Peninsula have been particularly sensitive to increasing temperature during the 20th Century.

Dr Abram explains, "What that means is that the Antarctic Peninsula has warmed to a level where even small increases in temperature can now lead to a big increase in summer ice melt."

Dr Robert Mulvaney from the British Antarctic Survey led the ice core drilling expedition and co-authored the paper. He says, "Having a record of previous melt intensity for the Peninsula is particularly important because of the glacier retreat and ice shelf loss we are now seeing in the area. Summer ice melt is a key process that is thought to have weakened ice shelves along the Antarctic Peninsula leading to a succession of dramatic collapses, as well as speeding up glacier ice loss across the region over the last 50 years."

In other parts of Antarctica, such as the West Antarctic Ice Sheet, the picture is more complex and it is not yet clear that the levels of recent ice melt and glacier loss are exceptional or caused by human-driven climate changes.

Dr Abram concludes, "This new ice core record shows that even small changes in temperature can result in large increases in the amount of melting in places where summer temperatures are near to 0?C, such as along the Antarctic Peninsula, and this has important implications for ice instability and sea level rise in a warming climate."

This research was funded by the Natural Environment Research Council. Dr Abram is an Australian Research Council Queen Elizabeth II Fellow.

Kuwaiti politician jailed for insulting emir: lawyer

KUWAIT (Reuters) - A prominent Kuwaiti opposition politician was sentenced to five years in jail on Monday for insulting the country's ruler, his lawyer said.

The court found Musallam al-Barrak, an outspoken former member of parliament, guilty of insulting Sheikh Sabah al-Ahmad al-Sabah in a speech in October last year in which he appealed to the emir to avoid "autocratic rule".

Although OPEC member and U.S. ally Kuwait has avoided the kind of mass pro-democracy unrest seen in other Arab countries, tensions have mounted between former parliament members and the government, dominated by the Al-Sabah family.

Barrak's lawyer Mohammed Abdulqader al-Jassem said the defense team was considering filing an appeal against the sentence issued by the criminal court.

Dozens of supporters had gathered at Barrak's family guest house and his followers were considering organizing a march later in the day to protest against the decision, according to activists on Twitter.

New gene variations associated with heart rate identified

Apr. 14, 2013 ? Through a collaborative genome-wide study on individuals, researchers have discovered 14 new genetic variations that are associated with heart rate. Since heart rate is a marker of cardiovascular health, these findings could provide a better understanding of genetic regulation of heart beat and is a first step towards identifying targets for new drugs to treat cardiovascular disease.

The study, titled, "Identification of Heart Rate-Associated Loci and Their Effects on Cardiac Conduction and Rhythm Disorders," was published online this week in the April issue of Nature Genetics. Led by researchers at the Icahn School of Medicine at Mount Sinai and the Medical Research Council Epidemiology Unit in Cambridge, UK, the collaboration involved 268 researchers from 211 institutions, as well as six large research consortia joined forces.

In order to gain new insights into the genetic regulation of heart rate, Dr. Ruth Loos, Director of the Genetics of Obesity and Related Metabolic Traits Program at the Charles Bronfman Institute for Personalized Medicine at Mount Sinai and honorary investigator at the Medical Research Council Epidemiology Unit and her team, spent three years working on a genome-wide association study using data from 181,171 participants from 65 studies during 2009-2012. "Without any prior hypothesis, we studied the entire human genome hoping to identify new genetic variations that no one before had even imagined would play a role in the regulation of heart rate," said Dr. Loos, senior author of the study. "This discovery is just the beginning of something new and exciting and can hopefully be used to identify new drugs that can be used for the treatment of heart rhythm disorders."

In a follow-up study, experimental down-regulation of gene expression was then conducted on fruit flies and zebra fish, to better understand how genetic variations might affect heart rate. These experiments identified 20 genes with a role in heart rate regulation, signal transmission, embryonic development of the heart, as well as cardiac disorders, such as dilated cardiomyopathy, congenital heart failure and sudden heart failure. "Our findings in humans as well as in fruit flies and zebrafish provide new insights into mechanisms that regulate heart rate," said Dr. Marcel den Hoed, post-doctoral fellow at the Medical Research Council Epidemiology Unit and lead author of the study.

The follow-up study also showed that a genetic susceptibility for higher heart rate is associated with altered cardiac conduction and a reduced risk of sick sinus syndrome, a common indicator for pacemaker implantation. "Our study tripled the number of genetic variations that are known to be associated with heart rate, some of which are also associated with other cardiovascular risk factors and with heart rhythm disorder," said Dr. Loos.

Iraq reports searching Syrian plane; no arms found

BAGHDAD (AP) ? An Iraqi aviation official says authorities ordered a Damascus-bound Syrian plane transiting Iraqi airspace to land for inspection, but that no weapons were found onboard.

Nassir Bandar, Iraq's top civil aviation official, says inspectors checked the Airbus passenger plane traveling from Moscow on Sunday morning. It was the first time Iraq has reported inspecting a Syrian plane.

The United States has been pressuring Iraq to do more to ensure that its airspace and territory are not being used to ferry weapons to Syrian President Bashar Assad's embattled regime.

Baghdad has stepped up inspections of Iranian flights in recent days. Tehran is a major backer of Assad and also maintains friendly relations with the Shiite-led government Baghdad.

Teacher who assigned essay on why Jews were evil faces discipline

ALBANY, New York (Reuters) - A New York state high school English teacher who asked students to imagine they were Nazis and give reasons why Jews were evil could be reprimanded or dismissed, a school district superintendent said on Friday.

City School District of Albany Superintendent Marguerite Vanden Wyngaard apologized at a news conference and pledged officials would personally express regret to Albany High School students who were given the assignment and their families.

"This assignment for some of our students at Albany High School was completely unacceptable. It displayed a level of insensitivity that we will not tolerate in our school community," Vanden Wyngaard said.

"I'm deeply apologetic to all of our students, to all of our families and the entire community," she said, appearing with representatives of the Anti-Defamation League and the United Jewish Federation (UJF) of Northeastern New York at the UJF office in Albany.

The teacher, who Vanden Wyngaard declined to name, was removed from class for now and faced disciplinary action.

"It can go anywhere from a letter of counsel, to a letter of reprimand, all the way through to termination. There is a broad spectrum," Vanden Wyngaard said.

A letter would go out to all families in the school district, she said.

Vanden Wyngaard first issued an apology through the Times Union on Thursday night after the newspaper reported the assignment on its website. She responded with "absolute horror" when a parent presented her with the assignment on Thursday.

The teacher gave three classes of 10th grade students a persuasive writing assignment as part of a class project to demonstrate how Nazis thought and showed their loyalty to the Third Reich before World War Two.

"You need to pretend that I am a member of the government in Nazi Germany, and you are being challenged to consider that you are loyal to the Nazis by writing an essay convincing me that Jews are evil and the source of our problems," the assignment instructions said.

One-third of the students refused to complete the task, which was assigned following a class review of Nazi propaganda and directed them to imagine that their teacher was a Nazi official, said Ron Lesko, a spokesman for the district.

Students were asked for an introduction, conclusion and a list of arguments and were advised, "Please remember your life (here in Nazi Germany in the 30s) depends on it!"

@jelly You might have a point. For the first thing you listed. not sure if this is the reason, but I noticed that everyone at that particular office of the company were Caucasian, and I am a minority, so that theory might be valid.

And for the second thing you listed, all right, here's a quick rundown of the recent restructuring of the company. Its accounting department used to be located at its headquarters at a major city, but they decided to move a lot of their accounting functions overseas (the basic stuff that can be done with much cheaper labor), and then moved their accounting department, or what's left of it, to a small town (which is where I interviewed at). Also, for the position they were looking to fill, they were looking for either a recent graduate or someone who is in their last semester of school. If it's the former, then it'll be a full-time job for him/her, and if it's the latter, then it'll be a part-time job until he/she graduates, to which it becomes a full-time job.

Regardless, you are probably right. I may just have dodged a bullet. Honestly, career-wise, my current job at my current company is much better than the other position at the other company, it's just that there is something very personal that is very hard to do now that I didn't get the other job (I will explain if/when I pass all 4 sections of the CPA exam). But anyways, thanks for the words of encouragement man. Now off to study AUD.

Luke Bryan pulled off a shocking win on Sunday night when he beat out heavyweights Blake Shelton, Jason Aldean, Miranda Lambert and Taylor Swift to win the Academy of Country Music Award's biggest prize of the evening: entertainer of the year. The winner is chosen by fan votes.

The musician, who co-hosted the show with Shelton, was stunned after his name was announced, and appeared to cry as he slowly walked out from backstage to accept the award from Shania Twain, who was making her first appearance at the ACMs in 10 years. Even with his trophy in hand, Bryan stood in silent shock at the microphone for a long while.

"This is ... I don't know what to say, you guys," he finally started. "Thank you guys so much, fans, for doing this to me, thank you so much for making my life what it is. What I always wanted to be was just a country singer that got to ride on a tour bus and show up on a new stage and play music every night. ? I just started headlining! ? Every time I step on stage, it is a blessing to me to play for fans. ... This is the defining moment of my life!"

Bryan, 36, been on the scene since his debut album was released in 2007, but wasn't a headlining act until his single "Country Girl (Shake It for Me)" exploded after he started delivering booty-shaking performances of the catchy tune at awards shows in 2011.

The other big winner of the night was Shelton's wife, Miranda Lambert. She took home three of the four trophies she was nominated for: song and single record of the year for "Over You," and female vocalist for the fourth year in a row. Lambert shared the song of the year victory with her husband, who co-wrote the tune.

"Last time this happened, you didn't get a chance to talk, and you're not going to get a chance either this time," he joked as he and his wife accepted their trophies. "I'll?tell you all something: I?ve learned so much from this human being standing next to me ? she blows me away, but as far as standing here right now, I used to think I was a decent songwriter until I started hanging out with her."

Notable moments from the show included Garth Brooks and George Strait's performance together; Reba McIntire's announcement that the ACM was "renaming its most prestigious honor to the ACM Dick Clark Artist of the Decade Award"; and Stevie Wonder closing the show with "Signed, Sealed, Delivered."

Indonesia Earthquake: Magnitude 7.1 Quake Strikes Eastern Part Of Country

An earthquake struck the eastern part of Indonesia measuring a 7.1 magnitude, the U.S. Geological Survey reported Saturday. The quake shocked 159 miles along Enarotali in Irian Jaya, according to Reuters.

USGS also reported the earthquake ran 36 miles deep. No tsunami warning has been issued.

Hackers target Israeli websites, fail to disrupt

JERUSALEM (AP) ? An international cyber attack campaign against Israeli government websites on Sunday failed to cause serious disruptions despite dire threats from the Anonymous hacker collective, Israeli officials said Sunday.

The global hacker group promised a mass assault to protest Israeli policy toward the Palestinians. The attack appeared timed to coincide with Israel's annual Holocaust memorial day, beginning at sundown Sunday.

The cyber attack was just the latest in an almost constant effort by Israel's enemies and ideological opponents to shut down its vital websites. Most of the attacks have had little impact, and Israeli experts even say they welcome the attempts as ways of sharpening their defenses. Israel itself is accused of taking part in much more sophisticated cyber attacks against its enemies, particularly Iran.

Web posters using the name of the hacking group Anonymous warned they would launch a mass attack on Israeli sites in a strike they called (hash)OpIsrael, starting April 7.

An official from the militant Palestinian Hamas, which rules the Gaza Strip, praised the attackers. "God bless the minds and the efforts of the soldiers of the electronic battle," Ihab Al-Ghussein, Gaza's chief government spokesman, wrote on his official Facebook page.

By late afternoon, though, few disruptions had been reported.

The Foreign Ministry's website was taken down for a few seconds, but no other ministries behind the government firewall were affected, said Ram Alfia, an official at the Finance Ministry, which oversees the government's websites. He said some slowdowns in local Internet service were expected because of government countermeasures.

The Yad Vashem Holocaust memorial was among those targeted. Its website was operating fully on the eve of memorial day for the victims of the Holocaust, the time apparently set for the assault.

Israel is considered one of the world's cyber powers. Its secretive high-tech military units have helped turn the country into a leader in cyber security, and Prime Minister Benjamin Netanyahu has identified cyber security as a top priority.

Israel is also said to be a cyber attacker itself. Among other operations, it was widely believed to have been involved, along with the United States, in the Stuxnet virus, which damaged Iran's nuclear development program in 2010. Israel has never commented on the allegations.

"The Israeli people have a lot of knowledge in security, they know what they are doing in security and we can see that no major sites have been hacked," said Roni Bachar, head of the Israeli cyber security firm Avnet. "The major sites have got professional people ... and fixed all the problems on the sites on a regular basis."

Isaac Ben-Israel, a former director of the government's National Cyber Bureau, said the hackers failed to shut down key sites.

"So far, it is as was expected. There is hardly any real damage," Ben-Israel told Israel's Army Radio. "Anonymous doesn't have the skills to damage the country's vital infrastructure. And if that was its intention, then it wouldn't have announced the attack ahead of time. It wants to create noise in the media about issues that are close to its heart."

Israeli news websites reported brief cyber attacks on the stock market and the Finance Ministry Saturday night, but the two institutions denied the reports.

Israeli media said small businesses were targeted, and some websites' home pages were replaced by anti-Israel slogans. In retaliation, Israeli activists hacked sites of radical Islamist groups and splashed them with pro-Israel messages.

Shlomi Dolev, an expert on network security and cryptography at Israel's Ben-Gurion University, said attacks of this kind will likely become more common. "It is a good test for our defense systems, and we will know better how to deal with more serious threats in the future," he said.

He said Israel is well prepared to deal with the attacks. "This is a real battle. It is good training for our experts," he said.

Dolev, who also serves as chairman of the Inter-University Communication Center, which connects Israeli universities and research branches of companies like IBM, said 40 security experts from the center "are looking forward to play with the attackers."

Hackers have tried before to topple Israeli sites, with limited success.

In January 2012, a hacker network that claimed to be based in Saudi Arabia paralyzed the websites of Israel's stock exchange and national airline and claimed to have published details of thousands of Israeli credit cards.

A concerted effort to cripple Israeli websites during November fighting in Gaza failed to cause serious disruption. Israel said at the time that protesters barraged Israel with more than 60 million hacking attempts.

New Hampshire police chief quits after nude photo accusations by college student

A New Hampshire police chief has resigned after a female college student accused him of promising to drop minor charges against her if she allowed him to take nude pictures of her, officials said on Thursday.

David Seastrand, 50, police chief of New London, near the state capital Concord, quit his job effective immediately under a deal with the office of state Attorney General Michael Delaney, prosecutors said.

Seastrand, who had been chief since 1995, also agreed to permanently give up his police officer's certification.

No charges will be brought against him in connection with the case, Associate Attorney General Jane Young told Reuters.

A call to an attorney for Seastrand was not immediately returned.

Delaney's office opened an investigation last month after the young woman accused Seastrand of telling her the charges would be dropped if she agreed to let him shoot nude photos of her.

The unnamed woman, a student at the private Colby-Sawyer College in New London, had been arrested on suspicion of underage drinking and giving a false name, according to her lawyer, Richard Lehmann.

Lehmann said the student would have liked to see Seastrand criminally prosecuted but respects the prosecutors' decision.

He said the "relatively minor charges" still stand.

"The ability for him to leave office and never be a police officer again was a very significant consideration," Young said.

An ancient biosonar sheds new light on the evolution of echolocation in toothed whales

Apr. 4, 2013 ? Some 30 million years ago, Ganges river dolphins diverged from other toothed whales, making them one of the oldest species of aquatic mammals that use echolocation, or biosonar, to navigate and find food. This also makes them ideal subjects for scientists working to understand the evolution of echolocation among toothed whales.

New research, led by Frants Havmand Jensen, a Danish Council for Independent Research / Natural Sciences postdoctoral fellow at Woods Hole Oceanographic Institution, shows that freshwater dolphins produce echolocation signals at very low sound intensities compared to marine dolphins, and that Ganges river dolphins echolocate at surprisingly low sound frequencies. The study, "Clicking in shallow rivers," was published in the journal PLOS ONE.

"Ganges River dolphins are one of the most ancient evolutionary branches of toothed whales," says Jensen. "We believe our findings help explain the differences in echolocation between freshwater and marine dolphins. Our findings imply that the sound intensity and frequency of Ganges river dolphin may have been closer to the 'starting point' from which marine dolphins gradually evolved their high-frequent, powerful biosonar."

The scientists believe these differences evolved due to differences in freshwater and marine environments and the location and distribution of prey in those environments.

A complex, underwater environment

To sustain themselves, river dolphins must find their food, often small fish or crustaceans, in highly turbid water where visibility seldom exceeds a few inches. Like their marine relatives, they manage this using echolocation: They continuously emit sound pulses into the environment and listen for the faint echoes reflected off obstacles while paying special attention to the small details in the echoes that might signify a possible meal.

The environment that freshwater dolphins operate in poses very different challenges to a biosonar than the vast expanses of the sea where most dolphins later evolved. "Dolphins that range through the open ocean often feed on patchily distributed prey, such as schools of fish," Jensen says. "They have had a large advantage from evolving an intense biosonar that would help them detect prey over long distances, but we have little idea of how the complex river habitats of freshwater dolphins shape their biosonar signals."

Shy study animals with a surprisingly deep voice

To answer that question, the researchers recorded the echolocation signals of two species of toothed whales inhabiting the same mangrove forest in the southern part of Bangladesh: The Ganges river dolphin, an exclusively riverine species that is actually not part of the dolphin family but rather the Platanistidae family, and the Irrawaddy, a freshwater toothed whale from the dolphin family that lives in both coastal and riverine habitats.

Surprisingly, the echolocation signals turned out to be much less intense than those employed by marine dolphins of similar size and it seemed that the freshwater dolphins were looking for prey at much shorter distances. From this, the researchers surmise that both the dolphin species and the river dolphin were echolocating at short range due to the complex and circuitous river system that they were foraging in.

While both Irawaddy and Ganges river dolphin produced lower intensity biosonar, the Ganges river dolphin had an unexpectedly low frequency biosonar, nearly half as high as expected if this species had been a marine dolphin.

"It is very surprising to see these animals produce such low-frequent biosonar sounds. We are talking about a small toothed whale the size of a porpoise producing sounds that would be more typical for a killer whale or a large pilot whale," says Professor Peter Teglberg Madsen from Aarhus University in Denmark, an expert on toothed whale biosonar and co-author of the study.

A new perspective on the evolution of biosonar

The study suggests that echolocation in toothed whales initially evolved as a short, broadband and low-frequent click. As dolphins and other toothed whales evolved in the open ocean, the need to detect schools of fish or other prey items quickly favored a long-distance biosonar system. As animals gradually evolved to produce and to hear higher sound frequencies, the biosonar beam became more focused and the toothed whales were able to detect prey further away.

However, the Ganges river dolphin separated from other toothed whales early throughout this evolutionary process, adapting to a life in shallow, winding river systems where a high-frequency, long-distance sonar system may have been less important than other factors such as high maneuverability or the flexible neck that helps these animals capture prey at close range or hiding within mangrove roots or similar obstructions.

Improved tools for counting animals

Freshwater dolphins are among the most endangered animal species. Only around a thousand Ganges river dolphins are thought to remain, and they inhabit some of the most polluted and overfished river systems on Earth. The results of this study will help provide local collaborators with a new tool in their struggle to conserve these highly threatened freshwater cetaceans. Using acoustic monitoring devices to identify the local species may help researchers estimate how many animals remain, and to identify what areas are most important to them.
